Thank you to all the kind folks who posted texinfo.tex to me, or 
who pointed me to sources.  It was also pointed out to me that
although texinfo.tex is normally wrapped up in the emacs bundle
(and therefore hard to get if you don't want the whole kaboodle),
there is an unbundled copy available on prep.ai.mit.edu, in the
pub/gnu/lbf directory (I may have that slightly wrong, but it's 
definitely there: I fetched it).

Finally, for anyone wanting to TeX Karl Berry's eplain.info documentation,
you will need texinfo.tex version 2.13 or higher to get through it without
errors.  And texinfo.tex uses a size of cmb10 and some other fonts scaled
1315, which is a bit bigger than \magstep1.  You will have to make these
specially, unless your DVI translator has a font substitution feature
(most have).
