They are a way of combining several .tfm's into one tfm file, so that TeX can handle it as one font. By definition, TeX knows nothing of virtual fonts. The problem is one for the device driver, which has to gather the characters from this supposedly one font out of several font files. Read the article in TUGboat a while back. Victor.
