The DECUS TeX distribution contains a program called TR2TEX, which does a
pretty good job converting troff to TeX.  If you're interested, contact me
and I'll arrange to send you a copy (it's written in C---for VMS Bitnet
sites running Jnet, I can send the .EXE in VMSDUMP format).

I was thinking about this just this past weekend!  It should be possible,
but it would (obviously) take knowledge of both.  If anybody has the time
