[comp.text.tex] TugBoat stuff What to Do with it?

Well i located on a FTP place a Dir called TUGBOAT
i know this is a "magazine", so is this DIR 
the Latex stuff to re-create the issues?

Or just "source" code from examples?

(How do i go about Building these mags?)
