NASA is urging the FCC to approve mobile radio service using communications satellite operating in the 800-MHz band before considering applications from companies that want to operate such a service. The agency suggests that the FCC establish the service first and deal with the applications later, as it did in establishing the direct broadcast satellite system. NASA claims that a delay would have potentially disastrous effects, since the mobile satellite capability is probably the only communications system that would survive a major earthquake.
