Finally chased down DVIPS v.5.47 for VMS and made it work on our system.
Hunter Goatley assisted in this tremendously by (a) providing me with his
copy, (b) patiently working through the DCL .COM files and .CLD file to get
it to work, and (c) reworking PATHS.H to optionally accept directory trees
for fonts (i.e., TEX_FONTS:[300]CMR10.PK instead of TEX_FONTS:CMR10.300PK or
whatever). I think this is a pretty generic application. This allows
AFMtoTFM to work nicely. Below is the result of a LIST DVIPS547 sent to
FILESERV@SHSU.BITNET.
I will reiterate the last lines of this description -- unless you can
install this on your system (or arrange to get it installed), please don't
request this package as it is very large! Also, note it is available as a
compressed VMS backup saveset via ftp.

DVIPS547

DVIPS547 is a package of 43 VMS_SHARE files of source code necessary to
compile Tom Rokicki's DVIPS, version 5.47, for VMS. The files created by
the VMS_SHARE package include directory specifications since a directory
tree is used by this distribution to create the executables. The file
[.DVIPS547.DVIPS]VMS_MAKE.COM can be used to create the executable from this
source; the file [.DVIPS547.DVIPS]VMS_INSTALL.COM can be used to move the
files created to the proper directories for installation as images. The
source is designed for VMS-like directory trees for fonts. For users with
ftp access, a compressed backup saveset for DVIPS547 is available from
niord.shsu.edu [192.92.115.8] in the directory [FILESERV.DVIPS547] as
DVIPS547-FOR-FTP.BCK_LZW.
You may retrieve the entire package of 43 files by MAILing the command:
SENDME DVIPS547
to FILESERV@SHSU.BITNET. A complete distribution of this version of DVIPS
requires all 43 files in this package, so this command is suggested. If, for
some reason, you should only need one of these files, say DVIPS547.01OF43,
use the command:
SENDME DVIPS547.01OF43
in your MAIL message to FILESERV.
