[comp.text.tex] How to install Tex-xeT?

I have been following the Tex-xet LISTSERV discussion,
and have downloaded the appropriate files, but nowhere 
(it seems to me) is it explained how to install, integrate, 
or even use it.  Am I missing something obvious?  Is there
a manual somewhere that I could ftp?
