DVI2TTY is an outstanding converter for this. I asked this question off and on for around two years and heard of this package, as well as CRUDETYPE. A kind soul sent me a VMS port of DVI2TTY after some pleas on INFO-TeX. From the copyright notation, the VMS porting code appears to be the result of a 1990 project at the University of TeXas. To retrieve the 7-part VMS_SHARE set of the DVI2TTY for VMS, please include the command SENDME DVI2TTY in the body of a mail message to FILESERV@SHSU.BITNET. The seven files are available for anonymous ftp from niord.shsu.edu in the directory [FILESERV.DVI2TTY]. If you aren't on VMS, the critical filenames to look for at other ftp sites include DVI2TTY, DVITTY, and CRUDETYPE. These exist at a number of sites; the VMS port of these is elusive, which is why I point ours out.
