When the Viking Fund had collected contributions for NASA to be used on Viking communication and study of data, they had to go through paperwork and regulations and absence of guidelines before NASA got the money, as I recall. But I don't think NASA was allowed to publicly guarantee the money would be used for Viking. Wombat
