I keep thinking about the BIGLAN-L message from an operator in Singapore
thanking colleagues from all over the world about advice on properly
gounding (earthing) his LAN, followed in a day or so by another similar
message from--as I recall from a fewe years ago--Cyprus.  When you change the
bath water, make sure you retain the baby: protocol implementations and
configuration changes in the US and in other countries able to support large-
scale networking infrastructures should be done in a way that will not cut
off the newly formed community from the richness of the current worldwide
connectivity.  We can maintain worldwide connectivity as long as we do not
lose sight of the requirement to do so as we consider re-engineering options.

the world community of collaboration that networking enables.
