[comp.sys.ibm.pc.programmer] dealing with keyboard port 0x60

I have a need to create a psuedo keyboard.

By this I mean I have a list of scan codes that I want to plug into 
INT 0x9 to simulate the actual pressing of the keyboard.  Thus I 
could send the scan codes for pressing SHIFT, CTRL, ALT, CAPS, ect. as 
if a user were pressing them on a physical keyboard.  Now I know that 
INT 0x9 gets its scan codes from I/O Port 0x60.  Can I place a code 
back into port INT 0x60?  And how can I trigger the system into 
generating an INT 0x9 to use the scan code?
