I think you should seriously look into using the Phar Lap DOS
extender tools to do what you want.  You aren't using any assembly,
any funny network calls or stuff like that, so recompiling should
be most of what you need to do.  You didn't mention in your summary
what language the current code is in, but either C or Pascal is
supported using the Phar Lap stuff.  You could probably get a better
idea about the effort involved if you talked to either someone that's
actually done a port (we did a 2MB code and even more data port last
year (two years ago?  I think we were the first to ship a Phar-Laped
app...), but I wasn't the one that did the work), or someone at
Phar Lap.  Also, I think they have a support conference on BIX, and
Michael Geary hangs out in the Windows developer conference there,
too.

It doesn't sound to me like Windows is really going to make things
any easier for you.  Check out the Phar Lap stuff.
