I would like to note that it is Congress who will determine whether the sanctions will be dropped, not Bush. Congress installed sanctions over Reagan's veto years ago. Jamie

just because Congress imposed sanctions does not mean that congress will drop them. Remember Carter and the Taiwan treaty?? Congress ratified that too...
