 re equalization of local option overrides in New Mexico -- that can be either
 equalizing or disequalizing, depending on many factors, including whether there
 is a required tax effort.  From your explanation, it sounds to me like it would
 be disequalizing in effect since richer districts are more likely to take
 advantage of the opportunity for "overrides."  (at least that is what has
 happened in other states.)

 Dewayne - having a substantial incentive to tax oneself means nothing if you
 do not have the money to pay the taxes with.  There is a substantial body of
 literature both in the Journal of Education Finance and in Economics of
 Education Review on this topic, especially the equity considerations.
