Re: Cross cultural -- we have had quite the opposite experience at our
university.  We recently had a student using the network to attack
homosexuals. The university threw him out but discovered they could not
because they would deny his freedom of speech.  They succeeded in denying
him access to the system. But there is quite a lot of flaming that goes
on on computer networks.  It is most offensive.
