WASHINGTON TIMES (FEB 9) -- PARIS - French youths are too pampered and too
reliant on tranquilizers, alcohol and drugs to form an effective fighting
unit and cope with war, army psychologists say in a report that has shocked
the nation's chiefs of staff.
   National service recruits lead too sheltered a life, the report said.  The
hapless conscripts, who have to spend a year in the service, are "fragile,
individualistic and little inclined to put up with frustration," it said.
   Raising the spirits of an army unit that has "cracked," in the words of
the report, is almost impossible.  The recruits would need intensive training
to put up any kind of fight.
