DUTIES: The incumbent will serve as the expert in Flash Flood or Procedures
Development area.  As program leader for either of the above specialty
areas, the incumbent plans special projects, coordinates and advises the
HIC and other hydrologist to ensure all office activities concentrate on an
integrated goal without duplication of effort.  As required by real-time
forecasting workload, prepares and issues original hydrologic forecast,
guidance and outlooks for any streams within the area.  Trains other
hydrologists in the hydrological applications as necessary for their
specialty.

QUALIFICATIONS: Basic requirements are: (A) A full four year course of
study at an accredited college or university leading to a bachelor's or
higher degree with major study in physical or natural science, or
engineering.  The study must have included at least 30 semester hours in
hydrology, physical science, engineering science, soils, mathematics, or
the management or conservation of water and physics.  (B) Four years of
education and/or experience including a total of 30 semester hours in any
combination of courses as described in "A" above.  This combination of
education and experience must demonstrate that the candidate possesses
professional knowledge and skills comparable to those that would normally
be acquired through the education described in "A".  In addition to the
basic requirement, three years of professional experience are required.
Graduate education may be substituted as provided by QPM Qualifications
Handbook, X-118, Series 1315.  In addition to the above requirements it is
desirable that the applicants have a background/knowledge of computer
systems.

DUTIES:  This position is located at the Miami Air Route Traffic Control
Center (ARTCC).  the incumbent will direct, implement, maintain, and
improve the Center's meteorological programs to provide safe and efficient
flight, and ensure that the CWSU staff provides appropriate meteorological
consultation and advise to Center personnel concerning forecast of actual
adverse weather conditions.  Specific duties include:

- ensuring that the CWSU staff monitor central forecast guidance and all
  weather reports, forecasts, advisories, and warnings issued by
  responsible WSO's;

- acting as a resource and consultant to the ARTCC controllers, Approach
  Control Facilities, Enroute Flight Advisory Service Specialists, and
  Air Traffic Control Systems Command Center Meteorologists in situations
  where hazardous weather impedes the normal flow of air traffic;

- alerting ATC personnel to the actual or potential impact of severe
  weather within the area of responsibility;

- developing and conducting weather training sessions for air traffic
  specialists; and

- supervising the meteorologists assigned to the CWSU.

QUALIFICATIONS REQUIRED: A college degree or equivalent, with at least 20
semester hours of meteorology, including courses in dynamic and synoptic
meteorology, mathematics through integral calculus, and college physics.
Three years of progressive professional meteorological experience,
including at least one year at the next lower grade in the Federal service.
