That's not necessarily a good assumption, either.  I have seen client
implementations with no QUOTE command, or with a different name for it.
Part of the problem is that there is no specific description in the
TCP/IP Command Reference Manual for the FTP *server* (i.e., information
specifically geared toward access from a non-IBM implementation).
