Yes you can use a conventional IBM supply in this position. however, the Tick
signal will have to be strapped. What it is, is a line frequency output from
the power supply used to synchronise video. When you put the IBM supply in you
will need to move jumper J300 on the Amiga Motherboard to position 2-3 (it is
in position 1-2 by default) and it will work just fine. 
   BTW the supply should be repairable..and you will fing that the fault can be
traced back to a faulty Switching transister (A BU508A from memory...common
garden variety silicon). Good Luck
