Two relavent bits of info:
1) According to a recent PLANETARY REPORT, within a few days of firing up
Project Ozma (the original SETI project), Frank Drake discovered an obviously
artificial signal. However, he wisely did not announce right away, and sure
enough, checking revealed that it was a secret military signal of some sort.
It seems to me that it is just good science to not go blabbing about something
revolutionary that you think you have discovered until you have done some
reasonably thorough cross checking.
2) I have heard secondhand stories of workers on shift x being restricted from
visiting on shift y at Goddard during Apollo landings. After all, it is surely
very disconcerting for these guys sitting at the consoles to have the other two
shifts worth of controllers standing over their shoulder and second-guessing
them!
