Also, they're counting on the new composite-case SRBs to get a decent payload from Vandenberg. As reported recently in Aviation Leak, a test case failed under internal hydraulic pressure at 1.2 of the design load. Problem is, ultimate failure is supposed not to occur before 1.4 design pressure. This suggests that not all the bugs in the manufacturing process have been worked out yet.
