I too have noted that different types pack differently. Japanese reels are generally not too good in this regard. European tapes tend to be a bit better. US stock is variable. Ampex 406/7 and Scotch 206/7 aren't too bad, but the low-print voice tape that Ampex makes packs exceedingly well, (sorry, I've forgotten the number) but Scotch 806/7, which "replaces" 206/7 scatter winds very badly indeed. (The very notion that this tape, which is very, very bright, replaces 206/7 is ludicrous...but I won't start on that again. I think 3M has made some very silly marketing choices in their analog tape line in the past couple of years. Annoying too.)
