Try these guys:

Antique Radio Supply
688 First St.
Tempe Arizona 85281
602 894 9503

They try to stock every tube type ever made. Prices are very reasonable.
I thought the 12AX7's I got from them for about $3.50 each sounded quite good.
They also carry high-volt capacitors (mylars, multi tap cans),
radio speakers,
books, transformers, supplies relevant to tubes and old radios.

Designs not using the 7199 will probably sound better though. Not because the
7199 is a bad tube, but because of
a the circuit designs that use them. Bandwidth is more limited.

------
Comment on the warm-up debate: the "warm-up" is not all due to heat. Wires,
resistors, capacitors, etc. all may adjust to their operating voltages.
Generally, just avoid turning anything off and on more than a couple times a
day. Put the power hungry monsters to sleep at night.
