	(TORONTO) Ontario's proposed threshold, no fault auto insurance
plan has been praised by an American official.
	Richard Hsia (``shaw''), the deputy superintendent of insurance for
New York State, says New York's no fault plan, which began in 1974, is
working well. Hsia (shaw) told a legislative committee that under New
York's threshold, about 20 per cent of personal injury cases go to
court.  The rest are settled quickly through no fault benefit.
	Hsia (shaw) says they have a system which has dramatically
increased the amount of the dollar that goes to the victim ..... as well
as shows how soon it gets to the victim.
	Hsia (shaw) says he believes that Ontario's proposals take ``a
balanced and comprehensive'' approach.
	A later witness, Lawrence Mendel (men DELL), a lawyer, told the
committee that New York's threshold is ``a piece of cake'' compared to
Ontario's. He says Ontario's threshold may be un-constitutional.
