I am a student in a top high school here and have been asked to create a bill of a subject of my choosing that I will write and debate on the Oklahoma student senate floor later this month. I will write it hopefully saying that it will from this point forward be illegal to charge a private hobbyists BBS buisiness rates in Oklahoma. I would like some help in this area if any one would care to volunteer, namely, how does one properly define "private hobbyists BBS", and how is it differentiated from a non-p rofit orginization BBS. ere must also be restrictions that are properly defined, such as when a phone company CAN charge buisiness rates, and also some type of penalty for first, second and third violations. I do not know much about COSUARD, but we do sometimes have brash claims by the local phone company about what they are going to do to us before we put them in there places. I would really like some help or ideas on this because if I successfully debate it, and it is voted upon as a bill to be put in to effect, it will go to the REAL house floor and be debated upon by REAL senators and if passed, be put into effect as a REAL law, and this would be the first step for all of us for a national law.
