In partial answer to Bob Weber's enquiry:

Harry East and Vicki Forrest, at the Centre for Communications and Information
Studies, have been collecting data systematically on expenditure by libraries
(in different sectors, eg university, public) in the U.K. on online data
services.

The centre is described as "a multi-disciplinary research unit intersted in
the production, distribution and consumption of information, ranging from
broadcasting and the media to electronic information services".
