        At the University of Oregon Library, we are using a package
called PC-Vault.  This program is billed as a hard disk protection
system.  Some of it's features are:

        1.  Requires password at boot time.
        2.  Can prevent boot from floppy drive.
        3.  Can prevent Ctrl-Break interrupt of boot process.
        4.  Can restrict classes of users to certain applications.
        5.  Can enable screen blanking.
        6.  Can disable keyboard.
        7.  Can lock system files.

        The Library maintains 9 public access CD-ROM stations running a
variety of databases.  Each station has both 5 1/4" and 3 1/2" floppy
drives which we encourage patrons to use for downloading data.  In spite
of our liberal policies, we have not yet seen any evidence of public
access to DOS.  An administrative password (configurable), can reach the
system level.

        The price of the program is a function of the number of copies.
The fee starts at $30 for 1 - 5 users, and drops accordingly.  It is
