THE MINORITIES " The minorities issue is another question on which we have kept our distance but which, because of its underprinning in the Treaty of Lausanne, might be susceptible to legal opinion. It is in fact hard to argue with the Greek position that the numbers speak for themselves. The Muslim community of Thrace, which numbered just over 100,000 in 1934, now is about 130,000; the Greek Orthodox community of Istanbul, about 110,000 in 1934, is now said to be less than 10,000 (Wilson, 1979-80: 17). The treatment of the Greeks of Istanbul -- including the the government-orchestrated riots of 1955 and the property decree of 1964 -- is one of those sad incidents of history which, for political reasons, never received due notice. Over the years successive governments of Greece have made special efforts to conform to the letter of the Treaty of Lausanne though some abuses have almost inevitably slipped in on the local level. And, as the State Department's 1987 Human Rigths report observed, "Tensions between Greece and Turkey have made each country's perception of the treatment of its coreligionists in the other country a sensitive issue, and both countries have viewed human rights questions in light of historical and political differences " (US Department of State, 1987 Country Reports on Human Rights Practice, 931-32). Professor Coufoudakis has perfectively observed that the Papagos Goverment's action in implicitly granting ethnic minority status to the Muslims of Thrace has come to haunt subsequent Greek governments (Coufoudakis, 1985 :189). In the last year, Muslim minority associations in Thrace were denied the use of the word "Turkish" to describe their organizations on the grounds that the Treaty of Lausanne only recognizes a Muslim minority (US Department of State, 1987 Country Reports on Human Rights Practice :931). This correct legal action of the Greek court did not escape the attention of the Turkish Ministry of Foreign Affairs whose spokesman scored the action as evidence of "a desire to deny the existence of a Turkish minority in Western Thrace" (Ankara Domestic Service, January 7, 1988 in FBIS of same date).
