 Try the 7th Edition of the ARRL pub "FCC Rulebook".  Look in the bandplan
section,  I  forget the page number.  The official ARRL party line is that
the Amateur ops should avoid QRMing the frequency during  times  when  the
band  is  open  from the US to Japan.  IMHO this is Bullshit!  The station
doing the damn broadcasting ought to be zapped off the face of the  Earth!
The  Japanese have been given 'executive warnings' from the ITU about this
for the last 20 years!  They (the Japanese) smile, and nod and continue to
violate the band -- bastards!
