I've listened to it a few times, and I did hear some views contrary to
the administration position.  Do you think it spits out propaganda simply
because it doesn't decry the West as evil, etc.?  What sort of blatant
propaganda are you talking about?  I'll agree that the VOA isn't as
impartial as the BBC (but maybe you consider them to be Western lackeys,
too), but it didn't seem bad to me.

Because many parts of the world, especially until recently, allow only
the official government views to be aired.  The US isn't the only one
who wants to present itself in a positive light - look at the great
number of shortwave radio stations from second- and third- world countries
that do the same thing.
