Strong Ada Passed By The House 403-20 A Few More Steps To Final Victory Action: calls, cards, letters, visits, awards, flowers, cookies to thank the members of the house who supported justice. urge them, the members of the ada conference committee and house and senate leaders to move immediately through the conference process and to final approval of the strongest possible version of ADA. urge the president to sign ada promptly, and to give the nation a ringing mandate to implement ada rights. Colleagues, thanks to your hard work and sacrifices over the years, the U.S. House of Representatives passed the Americans with Disabilities Act on May 22. The final vote, 403-20, does not reflect the very real struggle which took place over the principle of equality. The votes on several seriously weakening amendments were much closer. An amendment severely limiting the amount of money employers were required to spend on accommodations for employees with disabilities was defeated 213-187; an amendment which would have eliminated people with disabilities as equal beneficiaries with other minorities of possible stronger remedies under the proposed Civil Rights Act of 1990 was defeated 227-192; an amendment to exempt all cities with populations under 200,000 from the requirements of fully accessible public bus transportation was defeated 266-148; an amendment requiring commuter rail trains to have only one accessible car was defeated 290-110. Three compromise amendments were passed with our support. We suffered one setback when an amendment passed 199-187 allowing the transfer of people with infectious diseases who work as food handlers to other positions without loss of pay. The overall result is hailed by our Congressional sponsors and disability community colleagues as a landmark victory for human justice - "the Declaration of Independence and Emancipation Proclamation of people with disabilities" in the world. But the battle for ADA is not over yet. The Senate and the House versions of the Act must be reconciled by a Senate-House conference committee - hopefully in early June - the House and Senate must give final approval to the unified version of ADA, and the President must sign it.
