Regardless of that, the fact remains that no matter what course of action is taken. The goal is to minimize the suffering caused. Any "absolutes" are clearly ridiculous and unrealistic. I would probably be willing to concede that any level of radiation might cause deaths, but when it is 1. much less than other sources that could be fixed with less effort or 2. avoiding the radation causes more hazard than living with it, then the fact that it is "unsafe" is not terribly important; what matters is whether it is more or less "unsafe" than whatever else you'd have to do to avoid it.
