The significant news on the Captioning bill is not Marlee's
support.  That was expected, but is appreciated none the less.

What is significant is the opposition it is generating from the
Electronic Industries Association (EIA) and Zenith Electronics
Corp.  Senator Harkin estimates cost of $3 to $5 per TV set for
decoder, but EIA says $20.  Zenith appears to have some proprietary
technology that is not quite ready, and they seem to want to
scuttle the decoder bill for their own advantage.  They say they
will put decoders in TV sets regardless of passage of the bill.
But I speculate that would be in expensive sets only.  And what
about all the sets that are not made by Zenith.

The bill stands a good chance in the Senate where Sen. Inouye is
supportive.  But if it does not also pass the House before the
August break, forget it for this session.

Now is the time to write your Senators.  Tell them you expect
them to support S. 1974.  Write your Representatives and tell
them to support H.R.4267.  If we want this bill to pass we must
write our congresspeople NOW!
