    Now ADAPT is ready to begin working to reverse another injustice. 
Countless thousands of people with disabilities are locked away in 
institutions, nursing homes, or trapped at home without options. 
For thousands of others, the fear of being placed in a nursing home 
or other institution is an everyday reality.  More and more of our 
people are choosing to die rather than exist in an institution. 
 
    - 9.6 million persons require assistance from another person 
to accomplish everyday tasks.  (Source: World Institute on Disability.) 
    - In 1987, $41.6 billion was spent on nursing homes. 
Almost $18 billion of that was public money. 
 
 
    ADAPT is tired of hearing about our "right to die."  IT'S TIME 
TO TALK ABOUT OUR RIGHT TO LIVE AS WE CHOOSE. 
 
    To realize the American promise of freedom and justice for all, 
ADAPT demands that the federal government acknowledge our civil and 
human right to attendant services that meet our daily needs in the 
location and manner of CHOICE, and adopt national policies and funding 
mechanisms to make that right a reality. 
 
    ADAPT's opening actions to achieve a fair and just federal 
attendant services policy will be in Atlanta, Georgia. 
This is the home of the "Cadillac Man" who has told Larry McAfee 
that attendant services are "Cadillac care, and incarcerated 
Larry McAfee in nursing home after nursing home. 
 
    ADAPT has demanded a meeting with Louis Sullivan, 
U. S. Secretary of Health and Human Services, who has the power 
to stop forcing disabled people to live as POLITICAL PRISONERS. 
 
    ADAPT will be arriving September 29 and departing October 4,

               ADAPT'S DEMAND FOR A 
          NATIONAL ATTENDANT SERVICES PROGRAM

     We have a civil and human right to dependable attendant 
services that meet our daily needs in the location and manner 
of our choice.  Access to these services must meet the following 
minimum standards: 
 
1.  Available based on functional needs, not medical diagnosis or 
type of disability. 
 
2.  Available regardless of age or family status. 
 
3. Available 24 hours a day, 7 days a week, with provisions for 
back-up and emergency services. 
 
4.  Enabling people with disabilities to have maximum control. 
 
5.  Allowing people with disabilities choice to receive funds 
directly or through agency service provider. 
 
6.  Available on a cost-sharing basis when appropriate, so that 
services are not a disincentive to employment. 
 
 
     The federal government must develop, in cooperation with 
ADAPT, national policies and funding to provide attendant services 
to people with disabilities that meet these basic standards.

Just asking about the message on atendents.  are you saying the 
government is going to have to start paying for atendents for people. I 
need a 24 hour aide but can barely aford one.
