WH> ride with me. He never did. If Dispute resolution does not end this
WH> then 91 days from July 25,1990 I'll beg an attorney to file suit on
WH> behalf of all residents, as a class that are being denied access.
Under the Rehab Act of 1973, if they receive federal
funding for any part of their transit system, then the system
must not discriminate against you on the basis of disability.
Therefore, a class action suit is not necessary, rather a federal
injunction to cease the discriminatory practice is called for.

Joe, you know that and I know that! What their safety director is doing
is alleging that three and four wheelers are inherently unsafe. Had a
call from their general manager to tell me that they were urging that the
Q-straints be installed on the current 27 buses and that the "Seatle Red
system" on future purchases. Also tenative offering of a place on
Mobility Impaired Advisory committee. I feel like I can drop the current
complaint, as long as it is without preudice. That would allow
reinstatement if they back out. I'll never understand the minds of
bureaucrats? They think they can get away with anything! The only thing
worse are the Able and disABLED willing to allow us to be subject to this
selective discrimination. But I've long said when you rock the boad to
move ahead you may get a little wet! With your interests hope you make
it to Atlanta when ADAPT begins it's efforts toward a NATIONWIDE
attendant care policy.

Robert, I will find out first hand this Friday when I get to town for
some work for the Developemental Disabilities PIP project. The good news
from this end is "The T" has agreed to purchase "Q-Straints" for our 27
antiques RTS II's and the general manager has promised a place on thw
advisory board. Next stop Atlanta, GA for ADAPT's first step toward
getting a national Attendant Program to replacethe "warehouseing" in
curent medicare medicaid programs which impoverish and virtually imprison
recipients. ADAPT -- American Disabled for Attendant Programs Today
