Well, as I understand the free matter for the blind, unless the
modem has some speciall addaptations for the blind, it should not
go free matter.  If you were to put some tactile markings on it,
and I can't think what that would be for a modem.  NOw, if you
could install some buzzers for the lights, then it probably would
qualify.

     That's the way it was explained to me.
