 My Doctor says I am a good candidate for a coclear implant. So he wrote to 
Blue Cross and Blue Shield asking for pre-certification. They sent back a 
letter stating they don't do this.  Has anyone had a similar problem?
What the letter implies is they won't guarantee either way if they will pay 
or not.
Let me know if you have any suggestions.

Hi George:  If that is what PA Blue Cross/Shield is saying, I think
it sucks!  If they can't tell you what their insurance covers, who
can?  I don't know of precisely similar situations, but they have
made predeterminations in other cases of elective surgery.  I do have
a few suggestions though.

1. Call Sandy Duncan or Judy Rich at the PA Office for the Deaf and
Hearing Impaired in Harrisburg.  They may know of similar problems
and how they were resolved.  There is a toll free phone number which
is 1-800-233-3008 V/TDD.  (Be sure to talk to either Sandy, the
director, or Judy, his secretary, nobody else will do.  Judy can talk
voice or TDD, but Sandy is deaf and must use TDD.)

2. If they do not have any information on this, ask them to transfer
you to David Tornblum in Health Dept.  He is the audiologist and may
know of similar cases.  He also may have contacts with State Insurance
Commission that could assist.

3. Please let me know what results, either in the echo or via NetMail
