They don't want to loan you money for a speech synthesizer or reading machine because there is no real resale value on adaptive software. If you don't have any real property that you can use as collateral, you can't get a loan at a reasonable interest rate if you can even get one at all. The Church can help by providing low interest loans to it's disabled congregants. Terms can be set up that can work both for the Church and the borrower. Gifts are not necessary, but a loan that can be paid back as the person is able to is a great way your church can help.
