Hi Tom, 
In a message to all you said: 
"I am asking your help to find any one you may know who works for the federal 
gov. and has been given Administrative Leave to go and get their dog." 

Tom, I got Falcon before I went to work at the Corps of Engineers,
and Falcon is only 4 years old.  I have looked, but have not found
where this problem has been tested, however, this is really a
matter for your supervisor to decide.  You must leave for a month
to train with your new dog, i am assuming you are retiring an old
one, this leave should be charged off to administrative leave since
it is an accommodation.  You are not sick, Reg's require that when
filling out time sheets, you do so honestly.  You would be lying if
you said you were sick, and could lose your job for that.  Maybe a
little far fetched, but I don't know what kind of an idiot
supervisor would tell you to use sick leave instead of
administrative leave to get the training you need.  Good luck with
the EEO, our office here feels you have every right to attend the
dog guide school of your choice and use administrative leave.
Does your building have a council or committee that supports the
disabled?  Your EEO officer should be able to tell you,  they may
also be able to help.  Let me know how this hoes, and I hope you
get the dog you need without a whole lot more hassle.

Henry,
This EEO complaint started way back in 1988 and I was forcedto use sick
leave because in the manual for managment it provides that you can use
sick leave for training.  That is why they believe I should use sick
leave.  I agree with you that it should be administrative leave, the
problem is that another blind person in my building did use four weeks
of her sick leave and did not fight, so it makes it that much harder to
me to fight alone, although I have the NFB fighting with me.  I think
that training should be the same for everyone and not depend on the
progressiveness of your suppervisor. Do you think you could get
something in writing saying that your department supports the admin.
