Tom, you said that you were advised that you could use sick leave for 
training.  I still don't think so.  I spoke with our office of council 
and was told that sick leave should not be used for training, but you 
should ask the O.P.M. for your area.  If they say sick leave can be used 
for training, then I guess you can, they are the ones who can tell you 
for sure.  You should really try to remedy this before you have an e.e.o.c 
hearing.  With out a doubt, you will win, but the cost may be more than 
you want to bear.  How large is your office?  Can your office function 
without you for 4 weeks without causing a hardship?  If you had a heart 
attack, they would have to give you back your job when you returned, so, 
proving a hardship is rather difficult.  this brings me back to 
reasonable accomodation.  they must provide you with reasonable 
acomodation ie. training unless it causes a hardship.  o.p.m can help you 
build your case so that it can be settled befor your hearing.
