          You seem to be implying that the work performed by people 
  with disabilities is not financially equal.  Many employers hired 
  the disabled long before the incentive was available and will 
  continue to do so even if the TJTC ceases to exists.
     
        In 1914 Henry Ford introduced the $5 day which doubled 
the wages of the working man.  He also made a point of hiring the 
handicapped, giving jobs by the thousands to the blind, the deaf, 
epileptics, and those missing limbs. Most were thouht to be 
unemployable anywhere else.  After WW-I, handicapped veterans 
were welcomed.  And at one time, Ford had as many as 600 former 
convicts on his payroll, most of whom came directly to him from 
prison.  

        Henry Ford was America's greatest entreprenuer and there 
has never been anyone like him since.  In 1915 he stated his 
driving credo, "I believe that I can do the world no greater 
service than to create more work for more men at larger pay."

        The employer does not need an incentive to hire a good 
worker.  There are many proud good handicapped workers in the 
marketplace and your implication that employers will not hire 
them without a tax break is spreading a false impression.  I 
suggest you check the efforts of DuPont, ICI, and Holiday Inn in 
hiring the disabled.

                      THE TARGETED JOBS TAX CREDIT - TJTC

         TJTC CRISIS!

WASHINGTON --- IMMEDIATE action must be taken if the Targeted
Jobs Tax Credit is to survive.

The crisis is real and time is of the essence.  TJTC expired
on September 30th and was not reauthorized in the continuing
resolution that was passed to keep the Federal government in
operation until October 5th.  Furthermore, TJTC IS NOT
included in the deficit-reduction budget proposal that is
being considered by the Congress now.

Advocates of the tax credit are urging EVERYONE to call or

send a telegram TODAY to both of their Senators and to their
Representative.

This is especially important if your Senator is a member of
the Senate Finance Committee, a roster of which follows.  The
Senate Finance Committee is scheduled to meet today to
determine the legislative priorities related to the budget
agreement.  Each Finance Committee member will have the
opportunity to present a "wish list".  TJTC MUST be a
priority of a majority of the Finance Committee Members if it
is to survive.  Please do not call the Finance Committee
itself.  Instead, advocates urge that you call the Capitol
switchboard on 202-224-3121 and ask to be connected to the
Senator's office.  If you send a telegram, simply address it
to your Senator, U.S. Senate, Washington, DC 20510.

The message to every Senator and Congressperson is to extend
TJTC because it is extremely important to people with
disabilities.  It is the ONLY financial incentive available
to employers who hire people with disabilities and it must be
extended.

Additionally, if your Senators and Congressperson voted FOR
the Americans with Disabilities Act (ADA), (lists of both the
House and Senate votes are attached) remind him/her of that,
and explain that because TJTC is currently the ONLY tax
incentive available to an employer who hires a person with a
disability, it will be crucial for the successful
implementation of ADA.  If your Senator(s) or Representative
did not vote for ADA or abstained from voting, it is best to
not raise the ADA connection.

You're right.  This incentive is directed at small business and 
unskilled labor - both of whom encounter difficuty in finding and 
supporting employment of the disabled.  unfortunately not all employers 
can afford or are interested in providing employment.  Some people need 
a break as this others deserve praise and still others need a kick in 
the pants (litigation).

        Education is the remedy.  Giving special incentives to 
the blacks has not enhance their opportunity or their self 
esteem.  A friend operates a charter boat business out of Ocean 
City, Maryland.  He employees 9 young men who are mentally slow 
as fish cleaners and hook baiters.  These men are paid above the 
minimun wage and earn as much in tips as their salary by doing an 
excellant job and pleasing their customers.  Other boat Captains 
are now hiring similar workers.

        Wendy's has just been named Delaware employer of the year 
for hiring and training a similar work force.  

        Bottom line is that employers will hire workers who can 
preform the task assigned and they will hire the disabled when 
they learn they are productive workers.

        I agree.  Appropriate support to the disabled worker is 
needed, but must be kept within reason.  A handicapped worker 
needing attendent care should have that care, but should share in 
the expense.

        I trade room and board for my attendent care.  There are 
many nurses, aides, and individuals who will jump at the chance.  
For the past 19 months I have had a wonderful couple who have been 
saving money to buy a house while helping me.  Next month I will 
have a new attendent who is a full-time graduate student.

        There are all kinds of ways to solve problems without 
throwing money at them
