The Rehab act is available allong with allsupport documents from a
BBS run by the US. Department of Justice.  The BBS is found at
202-514-6193.  The system allows you access to several levels of
interaction with the Department of Justice and the support
agencies.

I have just downloaded that data along with other pices of
information that I will post as people show an interest.  The BBS
that I work of of will also post all these files.  The name of the
BBS is not consistant w/ my tag but John Hartman and I work
together to make services available to the disabled community of
Indiana.

The Rehab Act (1973) has a pretty interesting section that authorizes
the Secretaries of Commerce and Labor to "make grants to, or enter into
contracts with, individuals with handicaps to enable them to develop or
market their products or services."[ Title 6, Rehab Act, Section 622,
( 29 USC 795(h) ].
 
Anybody know anything about this ?
 
I would be interested talking with anyone who has knowledge of this or
any other program involving handicapped small business,["8(a)"
setasides, S.B.A. HAL-2's, etc..]

it!  I wrote to both Senators and several Congressmen for help in the 
matter.  I don't want to discourage you from trying, BUT, the 
government's definition of small business and yours might be two 
different things.  No matter how you slice it, it is still politics and 
unless you have something that is going to make a politician "look good" 
or you have some very powerful backers, that provision will do you no 
good.

The Vietnam Vets Employment act is a deal the government subsidizes
an elibable persons wages for at least 6 months (I think the govt pays 
half).
 
Another thing that a disabled person is eligable for is the SBAs section 
8(a), which is a small business setaside. This pgm was originally set up 
for monorities. Now, it has been extended to persons with disabilities.
 
What makes this interesting to both of us is our proximity to some major 
government installations. From my research, there is A LOT of things 
that that the government buys, that a person working from his home can
provide.
 
The Rehab Act, has provisions for "tools of the trade". The way it works 
is that BVR(the State) picks up 20%, and the Feds pay the other 80%. I'm
working with a guy who knows a lot about how these things work. I'm in 
process of getting things together with the BVR.

the Rehab act isn't limited to only physical handicapped persons. The 
way the law reads is that it's resources are available to those who 
qualify. If you have documented proof of a handicap that can deny a 
person of one of lifes major goals, you probably can get some help.
 
You will have to work through BVR. (check with the dept of labor in your 
state, as they administer the program)

Remember it's a slow process, and you deal with beaureaucrats.

I am aware that the rehab act covers other handicaps as well.It's just
they are tightening the requirements for services under the rehab
act in NYS due to financal crisis.

Yeah, They're getting tougher. But, the feds pay 80%, the state 20%.
 
BTW, they aren't GIVING anything. They get back $11-15 for each buck 
they spend. 
 
All those extra taxes collected vs. money spent on wellfare, etc..
 
You have to play with their heads. tho. DOCUMENT EVERYTHING (+ copy your 
congressmen !)

A LOT of what you are talking about is already in the law.
 
It's just that a lot isn't funded, and things like affirmative action 
aren't (at least to my knowledge) vigorously enforced.
