Index Number: 12826 Our health care system is not an insurance plan, and cannot be compared to insurance that charge premiums according to the risk involved. If we use a surcharge for those who are smokers or any other high health risk individual, then the system would not be fair. Index Number: 12848 yes, OHIP is a health care provider, but originally in the 60's when it was started, it was an insurance plan, but made available to every one.
