Our health care system is not an insurance plan, and cannot be
compared to insurance that charge premiums according to the risk
involved. If we use a surcharge for those who are smokers or any
other high health risk individual, then the system would not be
fair.
Rare are the individual that never use the health care system, and
as each one of us get older, we use the health care system more
often.

I believe our health insurance plan should not be an insurance plan, but
a health care delivery plan. I am refering to costsbenefits as provided
by OHIP, which is also known as the ONtario Health Insurance Plan.

yes, OHIP is a health care provider, but originally in the 60's
when it was started, it was an insurance plan, but made available
to every one. There are flaws in it, as there is no limit to it's
cost, unless the government refuses to pay for increase in the
number of bed in use, or new equipment. cheers, J.p.
