Well, they've done it much to my disappointment.  On December 13th,
the FCC adopted the procedure to allow severely handicapped persons
to get a waver from their doctor that exempts them from taking the
13 and or 20 word per minute code test.  I feel we are doing the
wrong thing by making it easier for a handicapped person to get a
ham radio license.  We would not want to go to a blind lawyer who
had to only take half of the courses because he was blind?  Not
me.  I say the commission blew it on this one for sure.

It's not that difficult to copy 20 WPM.  My Perkins was not smoking, but close.

Walter, as long as the Doc signs the waver form, any person with any 
kind of disability won't have to take the 13/20 WPM test.  Get the Doc 
to sign the form that says because of your heart condition the CW test 
would be too stressful and BINGO, you're out of taking it.  I think the 
FCC has opened up a can of worms that won't ever be under control once 
the lid is fully off.

well my wife annie and i are both hams.  n6ikc and n6mtn and are
both generals.  we are firmly apposed to this "waver".  i must
admit it took me 3 times to pass the 13 wpm test but i sweated and
worked hard to do this.  the deaf can use transponders and others
can merely comprehend the code since sending is not necessary.  it
is just another step in lowering the ham hobby to citizens band
status, yuk!  dan, too blind to be vain!

i must correct something here, i meant "transducers" not
"transponders".. hi hi

As an amateur extra, I agree with you.  Although I am not active now, I
found the extra class something to work towards.  perhaps on the other
hand it wasn't right that the diagram questions had to automatically be
counted wrong, but I knew that going into the test.

Hi Walter,
I took the FCC amateur tests in the 60s, and I did some of what you
described.  For my general, I didn't need the diagrams as I had less
than eight wrong before the diagrams came up, which made them
meaningless.  For my extra, I did take a couple of shots at the diagrams
because I needed the correct responses.  If there was a choice of not
counting the schematics, I was not aware of it.  I do remember the FCC
comming out with a braille general test without diagrams.
I still think they've gone from one extreme to the other.

when I took my extra in 1982 prior to volenteer examiners they
substituted the diagrams for 5 more multiple choice questions.  I
used the dick bash study method which some dy hard hams turned their
noses up at but it worked for me. it was the only time I passed an
amateur exam the first time and I was in and out of the fcc office in
less than an hour. I am glad that is behind me now I don't know how I
would fair in front of a volenteer examiner. probably flunk it four
or 5 times. I remember the code test well it was a typical qso and
the lady giving me the test said spell indiana and I said indianna
and she said spell it again I looked at my braille copy and said
i_n_d_a_n_a and she said okay

The FCC is opening a can of worms that they will probably regret by
enacting a Code Waver for the handicapped.  If I say much more about
this topic, I'll probably begin violating some of Willie's rules and
get kicked off here <GRIN>.
