The phone companies do not provide telephones to > its customers so why should they have to provide TDDs? > This would be a case of reverse discrimination! Warren, I believe you are misunderstanding what is really involved. First of all, the phone companies DO NOT provide TDDs or the relay service in ALL states, just a handful. The 4 cent surcharge tax that would be charged nationwide by the phone companies is really a small price to pay for these services. Are you aware that the majority of the HI individuals are living at poverty or below poverty levels??? They could not afford to buy a TDD, so each state would provide the TDDs to each individual providing they have a phone line. I don't see a reverse discrimination in this situation as very very little has ever been provided for the hearing impaired. Our loss is considered the hidden disability and for the first time DHS and VR are providing services for most of them. Of course, it's a very small service compared to those with other disabilities. If you're really interested, I can provide more information on this subject matter. I think so many take things for granted and are not aware of the severe barriers that have hampered the deaf for so many years. -- Uucp: ..!{decvax,oliveb}!bunker!hcap!hnews!385!14.0!Ann.Stalnaker Internet: Ann.Stalnaker@p0.f14.n385.z1.fidonet.org

But I don't think it's right for states not receiving the service to pay for it. Index Number: 13723 [This is from the Silent Talk Conference] I did not mean to give the impression that California was the only state providing a relay service for HIs and SIs. It is just that California has made great strides in the California Relay Services experiments with Text-to-speech and with its installation of voice over and hearing over technology. This allows HI users to talk to their callers and SI users to hear their callers. -- Uucp: ..!{decvax,oliveb}!bunker!hcap!hnews!203!11!Bob.Segalman Internet: Bob.Segalman@f11.n203.z1.fidonet.org
