reliable but has NOT been independently verified.

ALABAMA -
  Statewide relay started  2/89.  Contractor  AT&T. .10 to .25/mo. surcharge.
  Interstate calls NOT permitted.  Discounted  rates for intrastate calls.

ALASKA -
  Relay Legislation approved 6/90

ARKANSAS -
  Statewide relay service by ODHI eff. 7/87.  State Funded.
  No "chatty" calls permitted.  15 min. limit. 3 call limit.

ARIZONA -
  Statewide relay available since 3/87.
  Cost included in "911 EXCISE TAX" (.06% TO .08% of billing)
  Spanish speaking operators available.

CALIFORNIA -
  Statewide relay started 1/87.  Contractor AT&T.  Funded by .3% surcharge.
  Interstate calls NOT permitted.   New proposal in works.

COLORADO -
  Statewide relay startup 11/90.  Contractor SPRINT.  .10/Month surcharge.
  No restrictions on time, number or length of calls.
  Interstate calls allowed both outgoing and incoming.
  SPRINT service thru relay center in Austin, TX..

CONNECTICUT -
  Relay service since 7/89.  Surcharge .O5/mo.  Calls limited to 20 minutes.

DIST. of COLUMBIA -
  Private relay service available in most of metro area.
  Federal relay for calls to or from federal offices.

DELAWARE -
  Statewide relay startup 1/91.  Contractor AT&T.  Cost is included
  in tarriff.

FLORIDA -
  No statewide relay.

GEORGIA -
  Legislation passed 3/90.  Startup anticipated 7/91.
  Funded by surcharge of up to .20/month.

HAWAII -
  Statewide relay service started 7/89.  Contractor GTE.
  .12/mo surcharge also funds TDD distribution program.
  InterSTATE calls NOT allowed, but interNATIONAL calls permitted.

IOWA -
  No statewide relay.  Some emergency relay service available.

IDAHO -
  Private relay service in Boise often short of funds.

ILLINOIS -
  Statewide relay started 6/90.  Contractor AT&T.
  Surcharge initially .03/mo but expected to increase to .12 - .15
  to also fund TDD distribution.  Interstate calls NOT permitted.

INDIANA -
  No statewide relay service available.
  Subscription relay available in Indianapolis.

KANSAS -
  Statewide realy started 5/90.  Contractor  SW BELL.
  Cost of relay included in tarriff.
  Outgoing (but not incoming) interstate calls allowed.

KENTUCKY -
  Legislation paased.  Relay startup anticipated 10/91.
  Funding method under study.

LOUISIANA -
  Relay service legislation passed but inadequately funded.

MASSACHUSETTS -
  Very limited service since 7/86.  New legislation passed 12/90.
  Will have TDD distribution.  Vendor to be selected by 7/91.

MARYLAND -
  Statewide relay service to begin 7/91 if funding available.
  Legislation called for state funding, but state has no funds.
  Other funding being studied.  No restriction on interstate calls.

MAINE -
  Statewide relay startup 1/91.  Cost included in tarriff.

MICHIGAN -
  Relay startup expected by mid '91.  Cost included in tarriff.
  Michigan Bell is contractor.  Interstate calls NOT permitted.

MINNESOTA -
  RelaY service began 3/89.  Funded by  10/mo surcharge.
  45 minute/call time limit.  Interstate calls allowed.

MISSOURI -
  Relay service pending - PSC has approved.

MISSISSIPPI -
  Relay service started 10/90.  Surcharge also funds TDD distribution.
  Interstate to Alabama ONLY until 1992.

MONTANA -
  Relay startup expected by 7/91.  Funded by .10/month surcharge.
  May be "REGIONAL" instead of statewide service.

NORTH CAROLINA -
  Startup of relay expected sometime in 1991.
  Surcharge up to .25/month will also fund TDD distribution..

NORTH DAKOTA
  No relay.

NEBRASKA -
  Relay service startup 1/91.  Funded by .10/month surcharge.
  Individual may be limited to 3 calls when lines are busy.

NEW HAMPSHIRE -
  Very limited TDD relay service since 1979.

NEW JERSEY -
  Statewide dual party relay service is in planning stages.

NEW MEXICO -
  Relay service began 10/90.  State Corporation Commission ordered
  US WEST to fund relay from "excess funds" which provide for next 3 years.

NEVADA -
  State relay service suspended in 1988.  A relay is operating in Reno.

NEW YORK -
  Relay service began 1/89.  AT&T is contractor.

OHIO -
  Legislation Passed to authorize relay and TDD distribution program.
  Regulations being developed.

OKLAHOMA -
  Dual party relay service since 2/87.  Funded by .05/month surcharge which
  also funds TDD distribution program.  Some restrictions apply.

OREGON -
  Relay service since 7/89.  Funded by .10/month surcharge.
  Voice carryover supported.   Interstate calls allowed.
  Spanish speaking operators available.

PENNSYLVANIA -
  Statewide dual party relay became operational 9/90,  Contractor AT&T.
  Surcharge .08/month residential, .16/month business.
  Voice carryover supported.   Interstate calls NOT allowed.
  Legislation introduced for TDD distribution.

RHODE ISLAND -
  No statewide TDD relay.  Very limited private relay service.

SOUTH CAROLINA -
  Statewide relay startup 3/91.  Surcharge of up to .25/month.
  No restriction on interstate calls.

SOUTH DAKOTA -
  Relay started 10/89 funded by .10/month surcharge.

TENNESSEE -
  Relay service started 9/90.  Contractor  AT&T.  Funded by access charge.
  Interstate calls NOT allowed.

TEXAS -
  Relay service started 9/90.  Contractor SPRINT.  TELCOs contribUte to
  funding based on market share.  Voice carryover supported.
  Interstate calls NOT allowed.

UTAH -
  Relay service started 1/88.  Funding by surcharge .07 -.10/month.
  15 minut time limit per call (not strictly enforced).
  Interstate calls are allowed, but no third party billing.

VIRGINIA -
  Legislation passed 7/90.  Relay service startup 2/91.  Contractor  AT&T.
  Funded by .10/month surcharge.  Voice carryover supported.
  Incoming and outgoing interstate calls permitted provided calls are
  billed in Virginia.

VERMONT -
  Relay service began 8/88.  Funded by surcharge .O4/month.
  Limited hours and call length.

WASHINGTON -
  Dual party relay service began 11/89.  Funded by .10/month surcharge.
  Voice carryover supported.  Interstate calls allowed.

WISCONSIN -
  Limited service at this time.  1/92 target date for statewide full service.

WEST VIRGINIA -
  No statewide relay service.  Some private relay services in operation.

WYOMING -
  No Relay.  "State legislature not interested".

Thank you for the listing.  As to Maryland:

The sstate legislature is considering a bill mandating statewide service
by July 1992.  We in the deaf community are trying to get the startup
date pushed to December 1991.

The legislature will vote on this very soon.
