I certainly can't agree with letting just any;body train guidedogs. I'm
sure the board, since it's probably appointed politically, isn't
perfect, but it seems to me that it is a step in the right direction.
More states, not less, should have such boards, or regulatory agencies
to ensure that there are standards. Ican't understand logic that says
that just because one part of a system is bad, such as what you
mentioned with experienced instructors not being to train after they
leave their schools, you throw the whole system out? Why not change that
rule, but make sure that there are meaningful standards and that those
standards are enforced. WE certainly don't let just anybody practice
medicine or be a nurse or an accountant or any number of other
professions. When you use a guidedog, your life is, at eleast to some
extent, in the hands, or paws, of that dog. You'd better be able to
trust that dog. Iwant to know that the person who has trained my dog has
had to go through some pretty thorough instruction.

Dan, I think that instructors who are experienced should be able to train
dogs.  I also know blind people who are experienced in guide dog usage who
have trained their own dogs--that's okay.  There are many blind folks who
cannot get up and go to a school for months due to some circumstances that
they have--but want a dog.  I think the schools should be more open to home
training--even with first dogs--because of special circumstances.  There is
room for the schools and for private training.

Now, yes, there have been fly-by-night doggie "trainers"--and those folks got
to go.

     Know about qualifications of the trainer?  I don't know about you,
but, you only find out about that by checking out the school.  Bluntly, if
someone's stupid enough not to go to a recognized, long established,
training facility, that's his/her problem.  We have enough semi-competent
bureaucrats taking up otherwise useable tax dollars.  New Jersey and
Pennsylvania have never had a dog board, and I've never heard of guide dogs
running amuck in the streets of any of the cities, towns, or hamlets in
those two states.  Wonder why?
