no you are not confused.  trainers of all schools often switch
because of either better offers from the other schools or
instructors having to change locations.  my wife's dog was trained
by a person who is now at i.g.e. but what i was getting at was that
the license is tied to the school and if, say, a trainor wished to
open a small in-home training service to a certain community,
he/she currently would not be allowed to practice.  also, this
insures the monopoly of the 3 existing guide schools  here in
california and makes it difficult for a former trainor to establish
his/her own busisness... dan
