I said it "might" not be such a bad idea if they did since so many of its own citizens use sign. The word was might not "have." It was a , what do they call them? Rhetorical statement. I was pointing out the shame that Americans in general are mono-lingual while so much of the world is multi-lingual. In other countries, more of their citizens (depends on which country, I know, but there are many of them) know more than one language. We Americans often don't. There was the beginning and the end of the idea. Nothing beyond that to suggest Americans should be required to learn signs. Shoot, I go to Mexico and have an easier time talking with people there. I come home and can't get someone to give me a pen and paper to write my hamburger order down on.
