The ADAPT demonstration at Baltimore was certainly not explained to anyone who
was being demonstrated against at the time!  And chaining doors shut, causing
a potential death trap if a fire broke out, was upsetting with or without an
explanation.  Even the local news covering the demonstration that night did
not explain the reason(s) for chaining the doors shut.

You're right about the federal government hiring disabled people.  I believe
that certain jobs are reserved for the disabled, for instance.  I have seen
special equipment purchased for the use of a disabled employee, and once saw a
job vacancy (job ad) listed for the aide of a deaf person (at work only).
